Also present: School Board Superintendent Robert Chappell, School Board members Ken Marlor, Chairman, Wesley Mills, Aline Johnson, Rosa Crocker and Meredith Gorfein.
Chairman Anderson called the joint meeting to order and announced that the purpose of the meeting would be for discussion of the FY08 school budget proposals among the members of the two boards and that there would be no audience participation, the public hearing having been held, well-attended and concluded on April 30, 2007.
Supervisor Frazier inquired as to the accuracy of the proposed ADM (average daily membership), the number of administrative positions and whether they are required, the requirement of a Human Resource Director and the consequences of a declining enrollment.
Dr. Chappell noted that the Virginia Department of Education projected an ADM of 1030 students; however that figure is unrealistic and the budget is based on an ADM of 995 students, which he cautioned could also exceed actual enrollment. As for administrative positions, Dr. Chappell reported that a full time assistant principal would be required if the elementary school included the 8th grade, but because the 8th grade is located at the high school, a full-time position is not required. He added that he would inquire if a Human Resource Director is required, but currently a staff of three is continuing to do the work that a staff of four was doing in 2003.
Supervisor Wayland inquired about competitive salary scales for "senior" teachers when compared with surrounding counties and also about subsidizing the cafeteria.
Dr. Chappell explained that teachers with 5 years of experience rank 4th of the 6 surrounding counties and teachers in the middle steps rank 3rd of the 6 counties. The increase is a result of more experienced teachers in Rappahannock County than in Culpeper County. As for the cafeteria subsidy, he expects to recommend an increase in lunch prices. A price increase is justifiable; however, an increase in price will increase the number of students who cannot afford lunches.
In response to Supervisor Lee's inquiry about the need for a full-time Athletic Director, Dr. Chappell noted that the new Athletic Director will also teach several classes; however he added that 20 years ago there were only 12 teams and now there are 28 teams for which the AD is responsible. Other responsibilities include overseeing sports programs at two different schools, three fields and the auxiliary gymnasium.
